I change my secondary profession from Me to Mo
and now do I need to buy the skills or do the old quest again and I try some quest but how can I get the rest becoase some quest was for both professions do I do it again

You have to buy or capture most skills. In Tyria there are a few skill quests between Ascalon and Yaks that you can do. Already completed quests are no longer available. Just buy or capture what you will actually use.
