after starting and finishing chap2....

i just completed chap 2 am I able to go back to chap 1 and do the skill quests?

Depends.

If your character was made in Factions, then you won't have access to any quest before Lion's Arch. You can still get the skill quests that come after Lion's Arch, however.

If your character was a Tyrian, then you're not restricted at all.

Quests are not restricted I thought. Only Missions were, and that was changed in one of the latest updates.

Now both chapters have access to everything form the other chapter (they just dont get the reward for the eariler missions).

Quests are still restricted, but only those prior to Lion's Arch. I don't know about the ones in the immediate area of Lion's Arch, however.

you can get the ones in lions arch i did alot with my canthan necro havent gone to ascalon yet though and dont want to since i can't do the easy xp quests.

I seem to recall a post of a while ago that the North Krytan quests, such as from Capt. Graywind were not available to Canthans. Certainly, the jungle and deserts quests would be though, but obviously don't expect Assassin or Ritualist skill rewards.
