good question...
actually this is what i found out...if im not mistaken, Anet really crippled the drop rate of sapph compared to the initial stage where even those argie bargie mobs outside Cantha would drop them.....
someone knew this first hand...so after 2 weeks factions came out...a group of poeple were mass buying sapph...
trader only takes them at 250 now....

so they have been removed?

if so if you are selling i would like to buy it
