PC on mesmer FC item and kris daggers

hey was wondering what this gold mesmer item is worth:

paper fan (req 8 fast cast)
halves casting time of spells (10%)

and these gold kriss daggers :

schocking kriss daggers (req 9)
damage +20% (while health is below 50%)

never really had max health below weapons so was wondering
