Only guild leaders would be able to edit it, and it would appear when you log on, but in yellow text instead of the normal green so you can tell them apart.

As more and more 8 guild alliances are appearing, and alliance spirit is growing, I think it would be a great idea to have an alliance announcment just like the normal guild announcment.
