14% dmg mods vs 15% dmg mods, is there a difference

I don't know where you took the 1 dmg every 20 hits thing... remember it's a % of the weapon base dmg. Anyway, I'm sure there are a few threads about that issue, if i was you i would check in the sticky Faq or use the search function.
That said, I believe it has been proved that for functionality, there's no difference from a 14% to a 15% dmg mod, as the damage gets rounded. It's more about perfectionism than functionality.

assuming your sword hit 22 damage every time.

0.14 * 22 = 3.08 then 3.08 + 22 = 25.08 (it's proably rounded off)
0.15 * 22 = 3.30 then 3.30 + 22 = 25.30


all in all every one want's the 15%,looks and sounds better. me i just craft ftw! also jump over to the isle were u can test vs the armor guys level 80 or 100. what out of 10 striks, the 15 does 1 more damage then the 14?

Except for critical hits; where it does make a difference.
