Questions about SS and my build

1> I am kinda confused about SS. Its description says that it will deal damage to foe and adjacent foes "whenever target foe attacks or uses a skill". This means it works against warriors and rangers, But I am not sure if this works against spell casters. By 'skill' do they mean the generic definition OR just skills as in those used by warriors/rangers.

2> I usually play a MM or Blood necro in Factions. I see more and more requests for SS nukers now-a-days. Is it even viable to have a generic SS build that could be used anywhere in PvE (not just UW)? Here is my attempt to make one:

Spiteful Spirit {E}
Arcane Echo
Parasitic Bond - cover hex
Awaken the Blood - (?) will need attr points in Blood for this

Resurrection Signet

I am iffy about Awaken the Blood since that will I mean I will have to put attr points in blood just for that one spell. Some good options I see for the empty slots are 'Reckless Haste', 'Price of Failure', 'Insidious Parasite'. But I am not really sure. Could I have some opnions from experienced necros?

Here's the SS build I usually run:

16 curses (12+1+3)
10 SR (9+1)
10 blood (9+1)

Arcane Echo
Spiteful Spirit
Awaken the Blood
Blood Ritual
Desecrate Enchantments
Enfeebling Blood
Reckless Haste or Spinal Shivers
Rez

It's so subject to interpretation. There are many SS Builds possible, so find a combination that works best for you.

For me, it's....Spiteful Spirit Reckless Haste Parasitic Bond Life Siphon Insidious Parasite

Spinal Shivers Defile Flesh (or Desecrate Enchantments) Rez
Blood 12 (8 + 1 + 3)
Curses 12
Soul Reaping 11 (8 + 3)

Ok here is mine:

-Arcane Echo
-Suffering
-Sympatic Visage
-Awaken The blood
-Desecrate Enchantments
-Parasitic Bond
-Reserruction Signet (Just in case)

16 Curses
12 Blood
Rest on Soul Reaping

As a N/Me I use the following:

SS
Parasitic Bond
Life Siphon
Blood Renewal
Blood Ritual (if I'm to be a battery as well)
Vampiric Gaze
Res Signet
Suffering

Sometimes I'll drop Blood Ritual for Well of Blood. Other times I'll go Domination Magice + Curses.

This is when I hench in certain areas.

Backfire
Cry Of Frustration
SS
Parasitic Bond
Res Signet
Worstel's Worry
Power Spike
Power Leak or Shame

This allows me to tear down spellcasters with easy (thus no monk is safe. )
