1> I am kinda confused about SS. Its description says that it will deal damage to foe and adjacent foes "whenever target foe attacks or uses a skill". This means it works against warriors and rangers, But I am not sure if this works against spell casters. By 'skill' do they mean the generic definition OR just skills as in those used by warriors/rangers.
2> I usually play a MM or Blood necro in Factions. I see more and more requests for SS nukers now-a-days. Is it even viable to have a generic SS build that could be used anywhere in PvE (not just UW)? Here is my attempt to make one:

I am iffy about Awaken the Blood since that will I mean I will have to put attr points in blood just for that one spell. Some good options I see for the empty slots are 'Reckless Haste', 'Price of Failure', 'Insidious Parasite'. But I am not really sure. Could I have some opnions from experienced necros?
