play like a you don't have a job, and get the word out there that you are active.
i'm guessing this is for a pve oriented guild, so group activity and more importantly stealing people from inactive guilds will be concrete steps towards developing your guild.

My reccomendations: Make some friends as a guild.
Make party with your guildmates and do missions. Do FoW. Do UW. Meet new people. Show them how great your guild is. Remember to keep in touch with any nice new people you meet and repeat your adventures.
Eventually those new people you met will become regulars in your parties, and joining your guild is only a no-brainer.
This IMO is the best way to gain LOYAL and supportive and active members.

If you haven't already, play through the game so that you can help people on quests and missions and then team up with random players. The ones that are decent people (not playing skills, they may be new and learning still) ask if they want to join your guild if they are not in one already.
If 2-3 of you start a mission team and then invite others then seeing how you guys work together and interact may spark their interest in your guild.
Don't be too proud to go back to a newbie area and help them out, whether that is answering questions or guiding them thru missions and quests.
Grow your PvE guild before you worry too much about GvG since you need more members before you can even consider it. If you get a gung-ho PvPer then great, start working on arenas and towards GvG as you're able.
