Does this sheild exist?: +45HP -2 damage (while enchanted)

EDIT: bah, misspelled "shield" in the title.

I'm looking for a crafter/collector shield with these stats:
16 armor
+45 HP (while enchanted)
-2 damage (while enchanted)

If there is one, where would I find it?
If there isn't one, what is the market price for the green shield with those stats (I'm 90% sure there is a green sheild with those stats)?

It does exist in Cantha with max AL, and it requires two Guardian Mosses.

There's a version of it in Tyria that is easier to get, but isn't maxAL thus a bit useless.

Luci at Pongmei Valley is the collector.

Is there a shield with those stats that requires strength by any chance?

There's another version of it at the collector right outside Seafarer's Rest. I can't remember if that one is strength or tactics, but it should be easier to get than collecting Guardian Mosses, which never seem to drop from the island guardians at all.
