Looks like a pretty normal blood necro to me. Try adding in Dark Pact and Shadow Strike as damage spells, perhaps replacing Touch (don't want to get close if you don't have to) and Feast?

Absolutely no need for unholy feast with two other vampiric skills at your fingertips.

If u wanna go pure blood spike you might as well grab either Life Transfer or OoB for your elite

oh and if your going to catch peoples attention by posting that you have an ULTIMATE(proper spelling FYI) build.... you might want to make sure its at least decent. I can't imagine any build without an elite... this seems to be very under-developed!
