Why can't I start Cash Crops?

I've done everything on the first island except for Cash Crops, Siege and Last Stand. (I've done the missions)

If you refer to here: GuildWiki: Cash Crops
You'll notice that the prereq is Minister Cho's Estate (Done) and Farmer Xeng Jo arguing with the coin bandit.
My problem is that I can't find him arguing to save my life. I've searched most of the island towards the west and he does NOT show up.

I finally gave up and teamed with someone. He's standing outside Tsumei Village, but he's not arguing with anyone.

Anyone have any thoughts?

To start the quest, your suppose to go to tsumei village and theres a canthan peasant near Sister Choi Ju that gives you the quest. Then you zone out unto where Farmer Xeng Jo( should have a green ! ) is and you click him to progress and do the quest. Once your done you go back to the peasant and get the reward.

Thats how I did it. I noticed recently they changed the quest. So I don't know exactly what they did. If you have the quest, maybe abandon it and restart it if you got it before they did the change.

I know how to do the quest. I've done it multiple times.
I'm just trying to figure out why I can't get it on my new Canthan Character.
Villiager Hajai doesn't have it. Farmer Xeng Jo is no where to be found.

I KNOW for a fact I haven't done it yet. I've been checking them off on a sheet that I printed off GuildWiki.

If you've done the 2nd mission, you can't get this quest because the farmer that gives it is now dead! You also won't be able to get "Study Buddies" for the same reason.

If you party up with someone who didn't do the second mission will the farmer be there?

That's what I'm trying to figure out.
I think I might try to confirm this tidbit and add it to GuildWiki.
I'm going to test this theory now.
