Basically they pointed out that you only notice or remember the jerks.
As an example you go to a full district and see the spam is thick. But if you think about it, alot of time its like 5 or 10 out of 100 ppl spamming. The rest are nice players going about their business. You don't notice the 95 good players because the 5 are such a pain.
The same principle applies most everywhere you remember the jerks for days; the good players don't bother you so you don't remember them, unless there really nice

Not saying that GW doesn't have its fair share of jerks, every MMO does, but its not always as bad as it seems.
