I here you get the mini-Pet when you have been playing a year, well my toon turned 13 month last night and i got nothing,
So if someone can tell me the truth about these would much appreciate it

You should have gotten a wrapped gift called birthday present, you have to double click on it and it will randomly give you a mini pet.
Check your character and see if you have it in you inventory. If your inventory is full then clear some space and relogin and you should get it.

Make sure that is not ur account who has 13 month old, you need a 13 month character to have a gift.

does /age say this particular character is 12 months or older, or is your account that old ?
Worked for me every time, but you don't get the minipet direct. Look for a gift box, which you can open to get the pet.
Oh, and you don't get to keep the box. A pity, I used to pay more with the box anyhow...
