-This item is a random spawn drop at Stingray Strand.
-It is believed to be a left over item from a broken or uncompleted quest.
-As far as I know it does nothing.
-I want one for each of my characters, hence the 6, because I'm a collector of such items.

i've already got the tapestry shreds that she gives you in pre...and i've gone looking for the cape a number of times, but have yet to have a single drop....
