At Lutgardis Conservatory, but in an area where one shouldn't be able to get at all.
Apprently instead of being zoned to the next area, zoning didn't occur, and the player is out in "inaccessible area".
Bit like how Beacon's Perch was/is.

This is just like the Tasca's Demise portal used to be. They'll fix it eventually just like the others.

I sometimes lag when trying to portal and end up going through it. I walked out of ELC once all the way to that area where you catch the boat to RoF. Everything was like i was still in the town though- no chests or things to kill me
