i was wondering if you could find the following elites in Cantha to cap, cause i have no idea where to look for them

Restore Condition
Mantra of Recall
Shield of Deflection

i made my monk in Cantha, and i would hate to go back to Tyria to find these caps and im wondering where you could find them in Cantha. and also, if someone didnt have prophecies and only had factions, how could they possibly get these skills from PVE??

You can only find those in Tyria, the skills are now set into 'Prophecies', 'Core', and 'Factions' skills. You can only get the Prophecies ones in Prophecies, the Core in both Prophecies and Factions, and the Factions in well, Factions.

The three you want are all Prophecies-only skills.
