I had a bit of Faction spare so unlocked this Necro Elite:

Wail of Doom{E}
15 energy
1/4 Second cast time
15 Second recharge

Sacrifice 10% Maximum health, and target foe is interupted. If that foe was using an attack skill, then all of their attack skills are disabled for 21(with Max Soul Reaping) Seconds

First thing that struck me was the amount of time their skills are disabled for. 21 seconds is a long time, especially in the middle of a battle, and if cast on a Warrior or Ranger, it would really but a spanner in their works, so to speak.

Having been messing around with it for a bit, I can also say that although it is not as effective against casters and the like, due to their lack of 'attack skills', it is still pretty useful for interupting a monks heal, or a ritualist's spirit. It can interupt anything (much like leech signet), and also has a reasonably fast recharge time, compared to quite a lot of the mesmer interupts.

The thing is, I'm having a bit of trouble building a build around it. Primarily for PvP, but might work in PvE as well. I don't really know what direction to take it in:

Do I go for more mesmer interupts, and skills such as Arcane condundrum, thievery/larceny, and make a interupt build like that (maybe with a few energy denial as well)

Or do I go for a Warrior/Ranger stopper? with blindness and weakness skills etc?

Or something different altogether? I've been experimenting with a bit of a general build, using WoD, Well of the Profane, and a few attack skills. It doesn't work very well though, I think I need to specialise more as I said before.

I think this skill works well as either a vs caster or a vs non caster. Its good against casters for its ability to interupt anything, and its quick recharge time, although the disabling ability won't work. In contrast, it works well against non casters, again for its ability to interupt anything, and to disable all their attack skills for an impressive 21 seconds. However, its harder to hit their skills, as they are quite fast, and to my knowledge there is no way to 'slow them down' like one might do with Arcane Condundrum vs a Caster.

Any help would be much appriciated.

Wail of Doom is very versatile. You can stop anyone. Its really like a mesmer problem here (try to stop physical attackers or try to stop Caster). If you have a E-Denial mesmer with you, let him doing his/her job and do anti-melee. Otherwise, you can as a Shutdown Necro

I was thinking about using Curse spells with it like Shadow of Fear+Effeebling blood and Wail of Doom.

Another question. Could this skill be used to combat Touch Rangers? Are the touch skills counted as 'Attack skills'?

No sadly, vampiric touch and vampiric bite are "Skills" not attack skills. There's nothing i hate more than a touch ranger and the only I've found to shut then down is blackout.

That would be fun to stop them. Well, the only way to stop a TR is by Blackout, Knock down, Interrupt and Slow.
