Armor penetration question

Does Armor Penetration stack? Before 20/20 string, 10/10 was the max. Skills like Judges Insight gave us rangers 20% armor penetration.

How does it work?

with 10/10 and JI, was it 30%
or
with 10/10 and JI was it 20%


with 20/20 and JI is it 40%
or
with 20/20 and JI is it 20%

If it does not stack then skills like JI don't offer any advantage as far as armor penetration goes for 20/20 string right?

I have *heard* that the sundering mods don't stack, but I haven't personally seen it verified.

If a skill says "gives 20% armor penetration" then it doesn't stack. However, if a skill says "gives +20% armor penetration" then it stacks.

Ok so Judges Insight says +20%, and my Dragos Flat bow says +20%.

Thats 40% Armor Penetration. Is this correct?

I didnt know the "+" was they key.
