Yes both the cast mods are curses. The requirement is nine curses.

People may pay wicked amounts of gold for this, all depends on the buyer. I beleive my estimate is correct though, and again nice staff! Sure puts the collectors to shame

One word: Rarity

Curse staves such as this are very popular........and very rare. Honestly 20/20 of any matching attribute and req is rare.
