do u have guild hall?

whenyour in your guild hall look where your "party" windows is. it should say "Guild battle" click it. then highlight scrimmage and wait for someone "in your guild" go vs u. they have do the same steps but they will see "you" want to host a scrimage match.

also you can be invited as a "guest" and do 1 on 1.

Basically 1vs1 only exists within an Alliance and guests.
