They're Crafting Materials, many people believe you need them for the armor in the expansion, but that's just a wild gues...

I think you can get them in the Fissure of Woe and in the Underworld.

As far as i know they can drop pretty much everywhere, i recall one guy saying he got one in old ascalon.

Acctually me AND that other guy got them in Old Ascalon. I was just being bored wandering around and killed a bunch of stone elementals and my sapphire dropped.
