If I use this weapon w/o the req, will the still get the enchantanments last 19% longer and the halves recharge fo skills(10%)?



Also if I use Rajazan's Fervoror Totem Axe will i get thier +5 energy 20% enchantment bonus w/o meeting the requirements?

Yes to all questions.

Requirements only apply to the property that are on the same line. In the case of that FFS, meeting the requirements would give you 'full' weapon damage.
