Does anyone know where I can find the Guild Emblomner (The guy who makes capes for guilds.) In pre-searing ascalon? Thanks.

I've been in pre-searing for a week now and I've never seen is Guild Emblemer, only the Guild Registar. However, I've seen a Guild Emblemer right after the Searing, in Ascalon city.
