Ok, I went back to the Granite Citadel to finish buying my 15k set, but it seems to have 90AL now instead of my old 85AL on the rest of me armor... Does this mean I have to rebuy my ENTIRE 15k set just to get the 90AL?

Is this the first time you've logged in for a while? If so perhaps the update hasn't finished yet. Maybe a log out / in would help?

Yes, check your inventory for the armor rating of the previously purchased pieces. They should all be at 90. If not, you should send some "polite" hate mail to ArenaNet...

nup.. just checked, I have 15k platemail armor and it's still 85AL. Probably just a graphical bug, i'll send them an e'mail about it.

This is very odd, I would email the heck out of them. I haven't heard of anyones armor not being updated (maybe they hate you! lol jk). But yea email email email.
