The idea is simple and implemented in two ways.
Basic idea:
After Killing either a boss or a creature you get a very small (1 to 3 out of 100) chance that the enemy will drop a scroll with a skill on it.
Uses for scroll:
You can then use the scroll, (if your profession is right for the skill) and it’s yours permanently.
Or you can use the scroll for "X number of minutes or seconds" regardless of profession. Energy costs would apply however.

Make them "Skill Tomes" instead of "Skill Scrolls"
And stick to just one usage:
"Double click to learn the skill"

Someone played the E3 events?
I remember GW when it had this...what were they called...Skill Gems. Was kind of cool actually. I wouldn't be opposed to something like this. It would be a nice way for me to unlock mesmer/monk skills without having to actually play them.
