Max swords / shields if req not met?

What would be the exact stats of max swords / shields if req isn't met? What would their actual stat numbers be?

The stats would basically be the lowest possible damage for that weapon type. Expect to see "-0" and "-1" a lot.

eh, if you are using a gold max weapon with req 9 and you have 0 in the attribute then you'll still do some ok damage (not much, but still -ok- for the low end areas like shing jea and kryta..maguuma).

But if you use a green weapon that is req 9 and you have 0 in the attribute then you'll do really really crappy damage.

Ok well say my war has a shield thats max with a tactics req of 8 but I dont have the required attribute level. If I equip the shield how much armor is the shield actually giving me?
