She did indeed mention that, and of course since we are in Cantha (and Ch 3 by Wintersday) it doesnt have to be a Grenth / Dwayna thing any more, they can introduce a new theme for their Wintersday events and so on, and many more items exists to be used for halloween.
I mean, they could make armour pieces for crafting / collecting, which take up all 5 amrour slots, and are basically just a big sheet, so your a ghost, tee hee that would be fun.

there was a Jeff Strain interview in which it was mentioned that there was a third team besides the 2 chapter teams.this one was dedicated to recurring/new events /extras and halloween/wintersday were specifically mentioned.
they have done the work already so why not use it again each year?

two things.1 they didnt say how big the 3rd team was.
2. why waste reinventing halloween/wintersday when people love what they already have?
do you reinvent Christmas/halloween each year in real life?
nope and somehow it is still fun anyway.
let them invent new holidays for extra content rather than make changes in what already works fine
