Did ANET come up with a new way of making items more rarer? 7 months ago, people did not say, "oh thats req 13 that sucks bad, haha." Because for real if your using a sword, who gives about req 13, because your going to raise it to 12, DUH! and you MUST have a minor swordmanship rune, if you dont, shoot yourself right NOW! Just kidding, dont shoot yourself lol, I dont wanna be responsible for worldwide man slaughter. So req 8 is lowest for max weapon right? And low req means low damage correct? I dont really see any difference in damage really. I farm the same mob and I see the same damage range. Has it been proven low req means high damage? I know you can say something, but has anyone proven it?

Lower req does not mean higher damage, that myth has been debunked dozens of times on this very forum.
Lower req does in fact allow for greater flexibility with attribute distribution. This is the underlying force if lower req weapons being more valuable: simply put you have more build choices with a req 7 sword than a req 13.

Frankly, where weapon attributes are concerned you will almost always want to maximize them. Save yourself some money and get a higher req. weapon unless you will actually need the low req. for them (and yes, there are a few situations out there).

The benefit of lower requirement weapons is that you can use them in builds where you don't allocate that many points into the weapon attribute.
A max sword with req 13 and a sword with req 8 will do the exact same damage for swordsmanship 13 or greater. However, if you only put 12 points in swordsmanship, the req 13 sword will act like a starter sword, whereas the req 8 will still do max damage, albeit not as much as with 13 points in swordsmanship.

The only difference is that you will have a greater chance to land a critical hits, as well as do more damage with sword skills.

I love this new fad of actually looking at requirements and basing prices off of it, it allows people to get req. 12-13 weapons with 15^50 for a lot less money
, this backfires though if you are trying to sell a weapon with a high requirement.

hrm so higher req equals more damage? well thats good, i use to think i had the worst crystalline sword because it was req 13 without any damage modifers.
Does the weapon req also apply to req 13 weapons right?

I think a little confusion kicked in there. As long as the req on the weapon is meet in attribute points in the required skill the sword will be the base damage, however the higher you have swordsmanship the more damage/duration swordsmanship skills will do. i.e. sever artery will cause longer bleed time with 13 swordsmanship than at 7.
You also have a higher chance of critical hits the higher your swordsmanship atrribute is.
