PC on shadow and eternal shield

shadow shield
armor: 16 (req 8 strength)
armor + 10 (vs. slashing attacks)

eternal shield
armor: 16 (req 12 strength)
health +42 (while in stance)

can i get i PC on these two shileds
hope they are worth someting

sorry to post again, but now it has been more then 2 sdays since i posted here and the only one who have replied is myself

when am i suppose to get a PC on these items, if i ever will?
