I understand that faction (amount) is shared account-wide. However, I have a question that I can't find a clear cut answer for:
If character A decides to do Kurzick quests first (i.e. align with Kurzick), then will character B be able to do the Luxon quests first independently? Or does the choice of the first character decide for the entire account regardless of the quest choices?

If you are aligned with a specific faction ie Kurzick, you can still do Luxon quests and missions. However, all the Luxon NPCs will not talk to you and when you are out into explorable areas, you do not get resurrected at the closest res shrine or something. I'm not too sure about this either. I think you need to kill the Luxon Priests at the res shrine before you can use them.
But anyway, the in town NPCs such as the merchant won't talk to you.. other Luxon NPCs won't talk to you. You will still get Luxon faction for completing the quest/mission.
However, this only happens when you have more Kurzick faction than Luxon faction on your character. If you have more Luxon faction than Kurzick, then the it works the other way around; Luxon NPCs will talk to you and Kurzicks won't.

So, stock up on keys ahead of time for the inevitable "I only trade with our allies", huh. Since there is a Luxon quest available before you have to choose (and my ranger completed it), my girls are aligned slightly Luxon yet my warrior leans more towards Kurzick and I wanted to have one go one way and another, the other.

YOu can do both, once you have completed the friends of quests, you'll allegience is determined by which ever side you have more faction for. If both are equal, then your guilds side is the deciding factor. When you cash in faction for 1 side, you'll loose an equivilent amount (or whatever you have remaining) from the otherside.
