At 12 Tactcs all non-attack skills are disabled for 6 seconds. How long does this skill take to recharge? 26 Seconds? Or 20?

It actually says "All of your OTHER non-attack skills" so yes, it's not disabled and continues to recharge.

Really a fun skill to use, if timed right it makes a great skill to use just before a spike.
