I have never seen anything like this. Price check anyone please?

Nothing wierd there, just merchant junk i think.
Maybe im just not seeing the wierdness, but -1regen icons max out at +12/+15/-1.

plain worthless, cause it's just a lower amount of the regular +27/-1 regen
might be wrong, maybe it's rare, but i wouldn't buy it
