I have spent over 3 hours trying to find somewhere that might be even close to what I would like to suggest. As I have not found anything close to it I decided to start a new thread.
I am suggesting that A-Net and Nc-Soft bring a Guild Heirarchy for the guilds within Guild Wars to provide the members of each guild a way to see who is in a lead position and who is not.
The way I propose it to be done is rather simple and easy to implement hopefuly. Here is my suggestion in its entirety:
First leave the leader with full powers over all that doesnt neeed to be changed.
Second create a Lead Officer or High council for the officers who the leader trusts most. Allow only the leader to designate them and limit the number to a maximum of 5 for guilds under 50 members and 10 for guilds over 50 members(members beign all that are within the guild). Give those within the High Council full rights that the leader has but exclude: kicking ad designating lead officers, kicking the leader or designating a new leader. These rights should be given to the lead officers: demoting lower officers when they have not been online for a long time(or within the time limits set by the guild), kicking anyone within the lower ranks when they are offline if they need to do that due to the player beign offline for an extended amount of time.
Third: limit the lower tier officers to beign only able to kick members when they are online, and inviting new members.
The rest of the way that NC-Soft has the guild officers set up is fine. Another suggestion is to allow the leader to designate members who can start Guild Battles and Alliance battles, doing that will allow those not in a leadership spot to have the ability to do the GVG or AB when there is no officer online.
Thats all I got so feel free to chew me ouit about this if you think I need it.

lol, i posted something similar to this somewhere before, i forgot where though O.o
Anyway, i think it IS a good idea, but the pre-set "High Officers" thingy and "Lesser Officers" thingy wouldn;t work for me. It should be more like World Of Warcraft, a 100% customizable hierarchy, in which the leader sets permissions etc.
