Earthbind + Meteor Shower

Would a Rt/E be able to combine these two skills to keep foes knocked down for all nine seconds of the shower? If so, at 12 Fire magic you would deal a nasty 819 damage to everyone in range. What is the range of Earthbind? Does being knocked down while already knocked down make you STAY knocked down? Does Earthbinds extension keep you knocked down to the point where you will get hit by the three second mark while already knocked down? If you could give me any information regarding the comboing of these two skills I would be grateful.

819 how? Are you misreading Meteor Shower and thinking the damage is each second? Its not, its 3 times, once every 3 seconds.

Meteor Shower doesn't knock you down until 3 seconds have elapsed. Thus you will be knocked down 3-6 seconds after Meteor Shower starts landing (is finished being cast), and 9-12 seconds after, but at no other times (at least due to Meteor Shower/Earthbind).

In this case Earthbind doesn't Synergize well with Meteor Shower, which on its own keeps them down from seconds 3-5, 6-8, and 9-11.
