I have two so here they are:

1.If you put a Zealous Sword Hilt on a Fiery Dragon Sword will it be a Zealous Dragon Sword?

2.If I put an Icy Sword Hilt on a Fiery Dragon Sword will it change the color of the blade to blue?

you cannot change the hilt on the sword. it's stuck being fiery.

fiery dragon swords are good in the shiverpeak areas
icy dragon swords are good in the ring of fire missions
when a necro is using spinal shivers an icy dragon sword is useful

so although you cannot mod them they are most definetely good in certain circumstances

Icy Dragon Swords are always blue, req. 9, and are 15^50.

can you add any mods to an fds? I picked up a perfect damage one recently, and was hoping to add something to it

You can add a sword pommel to a FDS/IDS... defense, fortitude, enchanting, pruning etc.
