There used to be a Magic Hat during the Wintersday celebration (it was a quest item for a Snowman quest), but I'm not aware of any other one...

Well, I'm rather proud of my Majic Haat, but on topic I'm not sure what it is the person was referring to, maybe he meant the hat we'll get on this dragon day thing coming up.
