There is no such build. Echo is a Mesmer Elite. SS is a Necromancer Elite. You can't have two elites together in the Underworld.
If you mean Achane Echo + SS with SV then that is possible. Unfortunately, I don't know the build. I'm sure its somewhere in this forum.

well im not exactly sure if this is the best ss/sv build for uw there is, but i usually take something along the lines of this:
curses: 12+3+1
illusion 9
blood magic: 9+1
soul reaping: 3+1
thats 199 attribute points used
skills are as follows:
1. Awaken the Blood
2. Archane Echo
3. Spiteful Spirit {E}
4. usually i bring an interrupt of some kind, for the nightmares
5. Sympathetic Visage
6. Ancestor's Visage (this is the GW:Factions copy of SV, if you don't have factions, something else
)
7. Blood Ritual
8. Rez Signet
cast the spells in that order, awaken the blood to get +2 curses and +2 blood, archane echo, SS, the arcane echoed SS (on another target obviously
), interrupt if theres a nightmare and your 55 can't handle it. with SV and SA theres actually no need for a cover Hex for SS, you can keep em on your tank for quite some time. blood ritual to help your monk out between the fights. be careful though, awaken the blood increases the health sacrifice by 50%. rez signet, to rez. usually i go with a 2nd superior rune for soulreaping, you shouldnt take damage anyway

lol my build is basically the same as everyone elses here
