This may seem slightly picky to some, but it's not really very clear.
When GW says 7:00 GMT are they saying 7:00 am?
I assume they are.
However, it could be worded a bit clearer.
I do not seem to remember that GW uses 24 hour military time where 7:00 pm would be 19:00, thereby removing any confusion.
I am refering to the start of the Dragon Fest where it is stated as starting at 7:00 GMT.

Yeah, but since most of the world is now on Summer time and GMT doesn't "do" day light savings (DST)... do they really mean 7AM BST (British Summer Time, which is UTC/GMT+1) !?
In the Winter I'm on CET (Central European Time, UTC/GMT+1), but since it's now summer I'm on CEST (Central European Summer Time, UTC/GMT+2). So I'm now 2 hours ahead of GMT, but still only 1 hour ahead of Britain (where Greenwich is...) GMT is confusing to me, since the Brits seem to think that THEY are GMT all the time (i.e. BST=GMT).
You ask me, UTC is better since everyone's clear that UTC has no daylight savings...

Its really simple... 07:00 GMT means 7am... it's a 24 Hour cloak system.
Currently the time in the UK is GMT+1, as its currently Daylight Saving Summer Time.
British Summer Time begins on May 26th this year and ends Oct 29th
During DST, clocks are turned forward an hour, effectively moving an hour of daylight from the morning to the evening.
We Brits know more then you think

So timezone run down is:
7 AM GMT
12 AM Pacific
1 AM Mountain
2 AM Central
3 AM Eastern

It's somewhere in there.
