i got a tyrian char in cantha (i got all cantha exapt the first mission).
can i get a mask with this char while he is in cantha or only canthian chars can get it?
an 1 more thing, u need orbs for the masks?

Tyrian characters can go to the Monastery. I think it's always been like that. They just can't access areas such as the starter area where you first meet your character.
I've seen Tyrian characters with 100% Map Titles, so it's possible. I'll show you if you want.

Actually Anet just recently "unlocked" the Shing Jea Island for Tyrian characters, but not much to do there except explore.

No, they recently unlocked the Islands *missions*, the island itself has always been accessible, thats how Tyrian characters were able to get Tengu masks during the head-start event back in April.

Cathan Grandmaster Cartographer title! With my Tyria Ranger mind you
Your completed map is the same as mine, minus a few Cathan only areas.
So it is possible to get 100% with a Tryia Character.

You can do the missions on the island with your tyrian character you just dont get the mission rewards. You have always had access to th eisland but not the missions until the recent change. It is the same thing with Canthan characters going to Tyria. You can now do all of the missions you just don't get the reward for anything before Lion's Arch.

According to the update notes from yesterday, 2 new quests were added related to the festival, for Cantha characters only. I have not been able to locate these quests, nor have I been able to find someone else who has. Are these quests simply not in yet, despite the update notes, or am I just looking in the wrong places?

3. If tyrian characters can access shig jae monastery, does that mean that they too can get a mask? Or will the mask giver be a "racist" and turn down Tyrians?

The 2 new quests are in Kaineng Center, Minister Jaisen I think the name is...All it is a skill cap quest for canthan characters.

the orbs are dropping like candy and i have 80 already with less than 2 hours of easy running around.tip ......the crimson skulls dont seem to drop many but others drop 2/3 per mob

I had two drop from the boss at the end of the Minister Cho Estate Mission.
Only time I've seen it ... and to get 250 orbs is pretty easier ... Just need the time to run around killing things for it..

1.The two new "canthan only" quests are not for the festival, they're signet of capture quests
2. The Dragon festival is available for all characters who belong to an account that owns factions, it does not matter if you started in Cantha or Tyria.
3. The Orbs drop only in Cantha, and the special event is only on Shing Jea island
4. you need 250 orbs to get the mask, but the 4 festival quests(really easy and quick) give you 240 so you only need 10 from drops.
5. the masks will be handed out by the emperor on the 5th every two hrs, or from a supplymaster for the following week at the monastery where the main events are taking place
