Ok im getting factions soon and im going to make an Elementalist, but i have a few question.
1.Should I start him in Tyria or Cantha? Why?
2.Should I make him a Fire,Water,Earth or Air Elementalist?

Starting in Tyria means you level up slowly but you also get access to all the early skill quests in Ascalon and the Northern Shiverpeaks. If you're low on cash and/or aren't willing to spend lots of gold buying skills then Tyria might be more useful. You will still get access to the skill quests in Kryta, jungle and the desert if you start in Cantha, however. If you're still enjoying the Prophecies missions then I'd say start in Tyria. You can jump over to Cantha when you get to Lion's Arch if you want - helps to get max armor too.
Fire is easily the most common element but it is certainly not always the best. I prefer earth for nice spiking power and some added defense, but it is entirely situational. Fire excels in the jungle, for instance, but is weak against other types of foes. If you have enough skills and the items as well, change your build depending on your situation - just as you would do with any other profession.
Elementalists cannot get a +7 energy armor. Their armors either add health or armor, but not energy. So: 30 + 48 + 15 + 27 = 120 (base plus energy storage at 16 plus 15/-1 wand plus 27/-1 focus). That would leave you with 2 energy regen. With 120 energy that's a long recharge time after engagements - Ether Prodigy of course would speed that up. But yes, elementalists can get well over 100 maximum energy but in doing so they sacrifice energy regen, and either fire power or health - because using superior ES rune instead of, say, sup Fire, or using two sups and suffering less health.
Instead of less energy regen, if you have a +12 energy focus and +5 energy about 50% hp wand, then at 16 energy storage: 30 + 48 + 5 + 12 = 95 energy. If you had 13 energy storage and the rest the same, then you'd have 86 maximum energy. With an insightful +5 staff so providing +15 energy (instead of wand/focus), at 13 ES: 30 + 39 + 15 = 84 energy. Like Swinging Fists said, I wouldn't recommend having ES at 16. If I'm only using two attributes, I have my elemental attribute at 16 and ES at 13. Which provides a good pool of energy for me, with four energy regen.
