This skill is very weak for an elite. It sounds more potent than it really is, and it has a very limited capacity. Currently the skill reads as follows:
Earth Shaker - Elite (Prophecies)
Profession: Warrior
Attribute: Hammer Master
Cost: 8 Strikes of Adrenaline
Current Description: All adjacent foes are knocked down. (50% failure chance with Hammer Mastery attribute of 4 or less.)
Suggested Buff: All nearby foes are knocked down. (50% failure chance with Hammer Mastery attribute of 4 or less.)
Currently this skill knocks down foes in a 13 ft. radius. Changing it to "nearby" would increase this radius to 20 ft. By comparison the aggro circle measures 88 ft. This would put it's knockdown range on par with the non elite elementalist earth spell Earth Quake, which also inflicts a large amount of damage.

Apparently effect ranges aren't a "two-way street" in this game. This skill has the same problem all melee skills that effect "adjacent" foes does, they have to be almost literally (if not) touching for it to effect the other targets. While skills like Horns of the Ox that have a negative effect if there are adjacent foes seem to have a much, much wider "adjacent" range.

I agree with Rikimaru, mobs have to be almost touching you for them to get knocked over. Currently it is too conditional. It has no use in PvP, and very limited use in PVE, which is a total shame because the concept and name behind this skill are great.

Agreed, the only place I've tried using this skill is an experimental Griffon farming/troll farming build, as that is the only area in the game you can get enemies close enough together for this skill to be useful.
