Can't Find Brother Pe Wan

My character is an Assassin looking to become a Monk secondary. Did the Sister Tai quest, and she sends me to see Pe Wan. He is not where indicated. I even abandoned the quest and went back to speak to Tai; no luck. Any idea where Pe Wan is, or do I have to nuke this character and start over?

Pe Wan is out to lunch or otherwise invisible. I put in a bug report on it a bit ago and am waiting for a response.

Various people have told me: (1) Orb quests have to be done first while festival is on; or (2) certain skills have to be in your skill bar; or (3) bad luck with my character - if abandoning doesn't work, I'm screwed. Who knows?

I have not tested abandon the quest but it should do the work,
Just abandom the orb quest dude and dont pick it up until you have done all other quest and redy to finish the orb quest. i have same problem

Confirmed: abandon the orb quests (Yetis on the Rampage, etc) and the regular quests restore.
