CAN ANYONE VERIFY - the Lucky title is to work like magic find from D2? Some kind of small bonus for rare item drop?

I asked this question elsewhere to hopefully hear any updates on this (sorry to those that abhor double posting, but this is to different audience hopefully seeking any verification). I think I'll seek the lucky title regardless just to be sure.
