Which is a better axe upgrade, 20/20 sundering or 3/1 vampiric?

Which has more dps? I know the 3/1 had more dps than the 10/10 sundering. What about the now when it is 20/20?

3/1 vampiric I believe still, saying that its constant three damage everhit adds up more, than the 20% chance.

there's no question that vampiric blows sundering out of the water in terms of damage over time. mathematically, sundering just has no chance in hell of even touching the dps of vampiric.
that being said, i think sundering is so valuable to people in pve because they don't like managing the tiny bit of degen with weapon switches and such and some (mistakenly) believe sundering to actually outdamage vampiric.

I Tried to calculate this a Little while ago and it's hard since uyou are facing different armor levels all the time, but overall I can say the sundering does about 1 dmg more avarage on each strike. That compared to the vamps 3 dmg more makes the vamp better for damage. But ofcourse with vamp u constantly have 2 switch weapons and manage your HP....

Against an AL 60 target w/ perfect vamp your damage increases over base by:
sword 8.8%
axe 8.4%
hammer 9.7%
bow 12.4%
Against an AL 60 target w/ perfect 20/20 sundering your damage increases over base by 4.6% for all weapons. Much better than the 1.1% a 10/10 sundering mod would get, but still well below vamp.

sword 10.4%
axe 10.0%

bow 14.7%
sundering 20/20 vs AL 70 compared to base all weapons 6.4% (10/10 = 1.3%)

Would you rather have 1 in 5 attacks have 20% armor penetration or do a signifcantly larger DOT?
Personally I prefer vamp and then a secondary weapon switch (normally Zealous). Or I also like the "3rd Wheel" upgrade. A furious. Furiouses I think are underrated because the 10/10 seems to throw off people. Over time though you can gain adrenaline for your skills much quicker. In PvP if I run a War with a stance that increases my APS i'll switch between a furious and a vamp. As soon as I get one hex/condition of degen I go to furious. That's just me.

Here's a math problem for you to determine how much a Sundering mod helps you overtime. Forgive me if it's hard to interpret, typing out algebra isn't nearly as easy as writing it:
20% armor penetration = .2 mathematically
20% chance = activates 1/5 of the time
let 'x' equal the average armor penetration granted by a Sundering mod per attack (in other words, armor penetration in the long run)
.2/5 = x/1
5x = .2*1
5x = .2
x = .2/5 = .04
.04 = 4% armor penetration overtime
Only 4% armor penetration overtime. If you're attacking a 60AL target, you're only taking 2.8 armor off in the long run, whereas a vampiric mod will just increase your base damage by 3 or 5.
I think the choice is clear: a Vamp primary weapon, and a Furious weapon to swap to when you need to avoid the degen (or to build for an adrenaline spike.)
