I believe its for Factions only, and that its some kind of special event, but even if I had Factions, I never really bother with those too much.

It is part of the dragon event. Captain Rujiyo has several missions that you can do. Everyday, it seems like there is another one. However, he only displays one at a time, and changes it every couple ours. This just lets you know that it has changed.
