PC - Gold "Insightful Staff of Warding"

I just ran across this tonight:

Insightful Shadow Staff of Warding
Energy +10
Fire Dmg: 11-22 (req. 11 Fire Magic)
Improves Casting Speed (Chance 9%)
Improves skill recharge using Illusion Magic skills (Chance 20%)
Energy +3
Armor +6 (vs. elemental attacks)

Any ideas on how much it's worth? It's really too bad that it requires fire magic but the big bonus is on Illusion. Also, does the 9% chance for casting speed apply to spells of ALL types? Is this something new? I thought it was always specific in the past?
