Anyone know where I can get a +15% damage when health over 50% sword from a collector? Or will I have to get one crafted in Droks?
(note, I dont have factions, so collectors in Prof's will work!!)

The only collector that has a 15%>50% sword is in Factions. I don't remember his name offhand, but he's in Senji's Corner. He asks for 5 Celestial Essences in exchange for his items--one of which is a 15%>50% Dadao Sword.
Sorry, I know that doesn't help you, unless you have a guildmate who can go to Senji's Corner and get one for you. As for Tyria, you're stuck with the Drok's weaponsmith sword.
