ok im leader of guild.
i founded my guild.

but! i cant kick officer + i cant desire someone else to guild leader...= i have only the officer options..why? can i fix it?

Yes, you can kick members, but they have to be online first.
You can only designate someone else to guild leader, if you step down. There can only be one designated leader at the time.
Maybe you already lost your leadership.
