Missing NPCs, is it just my client or what?

Hi i've been playing the prophecies campaign for quite some time now, just got started recently with the factions campaign and while working through some of the first few quests i realized that there are missing npcs...one's essential to my quests

Im playing a Ritualist (lvl6) and just got my Audience with Master Togo. i the finished the first quest for the assassin (that requires going to Jinzo)...however when i activated Dual Strike (using Panaku) he just kind of froze and didn't move...

I went to the nearest town and abandoned that quest line. then i tried the monk line of quests, i finished the first one (the one that requires finding Sister something or the other) and then i was told to Seek out Brother Pe Wan...well i looked for him everywhere in the Kinya Province, especially the spot south of the Tomaas Pass, which is where guild wars wiki says he should be standing...

My quest log has a little green star on that location, but nobody is standing there.

Is this a problem with my game client? account? or just a global glitch?

and more importantly...how do i fix it?

Thanks in advance for your help

Order of the Migrating Coconuts [ALBA]

Abandon the Yeti quest. It glitches all the other quests otherwise.

Once you abandon that one (Yetis on the Rampage, or somesuch), everything will be back to normal.
