I prefer using Energy Surge or Energy Drain as my elite in Alliance Battles. This is what I usually use:
Energy Surge {E}
Energy Burn
Signet of Weariness
Power Drain
Leech Signet
Diversion
Blackout
Gale
The only time I use Diversion or Blackout heavily is when I am facing a touch ranger. Power Drain and Leech Signet act as interrupts and give me energy. I usually run something like that but change some skills depending on what i'm going for.

Power Block eh? I dont know how to use it very effectively myself, but if I recall, Eaimirth is a great fan of this skill, im sure that person will have a few pointers to give you when available^^.

Try it with Arc Conundrum so you have a good chance of hitting a boon's prot skills and laugh manically.
Although I do enjoy a humility/shame/guilt/diversion/surger xD

Ahh yes I am the fan of this skill
Alas I have little experience when it comes to AB, so I regret to inform you that I cannot help you.

I see the build using 45 energy at the start of battle, 30 if well timed. Shame is not energy management. All of the other skills are highly expensive as well.
/sigh
All the build will do is likely disable for 20-30 seconds and then be stationary for the rest of the fight. With powerblock your key goal is to disable as many opponents as possible for as long as possible with the target being as vital as possible.
As a great general put it "The firstest with the mostest" (if you know which one, you get brownie points+a cookie) Where is the question that needs answering and is very determining in the success of the build. In Guildwars, where with reference to powerblock is what opponent.
Vital targets are;
-enemy mesmers; see energy burn (OR diversion) and toast it. Teams with e denial mesmers for the most part lack the damage out-put of other teams relying on this mesmer to help drain the monk so not as much damage is needed. Take this guy (or girl) out and their team is forced in a mid-battle crisis in that a new stategy is often needed in order to stay competitive; they will have to form an effective one quickly or risk losing. As many of you know powerblock is under used, so forming a new stategy is harder for more teams than one would think.
-boonprots; see guardian, kill guardian, its that simple. RoF is down, Protective Spirit is down, heck most of their bar is down...They are sitting with a bag of empty tricks (inspired hex, energy drain/mantra of recall, contemplation of purity, divine boon) that will not help teammates. Of course not all boonprots carry guardian (and I still wonder why any do at all tbh) but that is not to stop us from strictly punishing those who do. Shut down their bar, and go off to destroy another target.
Secondary targets
-E/mos; choose your spell wisely. You can take heal party (for pressure), any lightning spell (for tank relief/dps relief), or ether prodigy (make sure they are drained before you do this) and shut the whole ele down until it recovers. Feedback EP then PB the recast; ele is shutdown. This is only possible late in the fight (When the elementalist is "low" on energy reserves, partly due to rapid casting and partly due to minimizing EP leftover energy damage backfire), and I only recommend this if he is the most vital target within reach. I also would recommend drain enchantment as your primary enchantment removal as PB is somewhat energy demanding, however no one is preventing you from taking both. *note* make sure to consider how much damage he takes from the stripping of EP so you know if you can lockdown or not. A good rule of thumb is anything under 20 (if feedbacking) or 10 (if anything else) although considerable damage (net damage) is obtainable by powerblocking him, it is most dramatic when the energy-less duration is increased as much as possible.
-Necromancers; often used in a spike build. Without any other targets (within reason) your primary objective is now of course to disrupt the spike. A good footnote is cry of frustration of course; although we are discussing powerblock. Powerblock can shut down a maximum damage necessary necro spike for 15 seconds. By maximum damage necessary I mean that all damage that "is"; really "is", which we won't let become "is" (more brownie points if you get this one). All necromancer spike skills are easy to interrupt, get one (or two if you brought A.Echo...dunno why people adore that skill with powerblock though. I admit I do sometimes bring it, although I find it a one time use skill due to its energy demands; thus I discourage its use) and get out.
Just a few pointers in the line of powerblock when I played high-end pvp, hope these help. These do not cover all opponents, nor were they ment to; they are just a guideline and I am just a guide.

Buh? In HA for instance, often edenial dom mesmers carry shatter/drain enchant for co-ordinated adrenspike... an edenial mesmer, imo, gives a balanced team a higher damage output in some cases compared to straight interrupt/shutdown.
In HA, monk targets!
Rc prot : hit guardian or aegis
woh/hp : hit anything, the shortest heal cast they have is 3/4
SB/inf : while infuse is troublesome, pblocking their healing touch or selfheal takes them down for awhile
Smiter : block their guardian, use other interrupts for Baltha aura.
Or something.

My point was a team with a mesmer often has less dps than a team w/o a mesmer. Disabling the mesmer will take the team (who was relying on their energy denial, or as you put it shatters/drains) unable to spike (or coordinate as powerful a spike) for a period of time (in this case 15 seconds)

I like to carry a full interrupt mesmer using Power Block on the prot monk and the other interrupts on other targets for the next 15 seconds.
In my view Power Block is simply the most awesome mesmer's elite.

I use Power Block all the time. Just hit whatever the slowest cast is that your enemy is using, usually guardian for BP monks and basically anything for everyone else.

what i love to run on monks, realy turns them off.... run both larceny skills, so u steal 2 of their skills, if u cast them both to fast, u will get same skill usualy, so pace the attack (and they r not hexes or such, so they r helpless against the skill being down) then power block a skill (try for one that isnt in same class of what u stole.... this usualy turns off most monks, then i eng tap to get some eng back, if u can support it, arch echo a larceny so u can steal 3 of them.... this build realy pisses of most casters, worse then eng denial, cause they have the eng, but nothen to use it on... and alot of ppl have build around eng denial *new monk elite* and such......
just a though, i forget total build i ran, but it did do some dmg, been a few days since i ran it, whisper me ingame if u want full build i used....
